Firstly, I want to discuss the issue of public charge. You may have heard about the proposed public charge regulation and its potential impact on immigration in this country. I would like to share my perspective on this regulation and how I view it. Self-sufficiency has been a fundamental aspect of U.S. immigration legislation since its early days. The 1996 Welfare Reform Act, for instance, included principles of self-sufficiency for immigrants. It is worth noting that the public charge ground of inadmissibility has been in law since the late 1880s, but it has never been fully defined in statute or regulations.
